The “gold-rush-days" of shrimp culture is over. Heretofore, there was a mad rush to build shrimp farms and hatcheries in one country after another. Then, just as suddenly, an increasing number of shrimp farms and hatcheries are being abandoned and left idle as production failed and large financial losses incurred. Where before, shrimp culture was being hailed as a very promising investment venture by both governments and businesses, it is now being vilified as mangrove killer. Where before, shrimp farms were the one complaining about pollution from other industries, they are now the objects of complaints from small-scale fishers for polluting the coastal environment. It is such an abrupt role reversal that as late as 1994, aquaculture in general was still described as a "non-consumptive user of water since water used in aquaculture is released to the environment while still being of very high quality." (Piedrahita, 1994). After having formulated all sorts of incentives to encourage investors to venture into shrimp farming, governments all over are now in the throes of formulating policies, which would in effect curtail shrimp farming. The days of "slash-and-burn" type of shrimp farming are numbered if not yet totally gone. In the rush to put in place certain regulatory measures it is well to review point by point just what aspects of shrimp farming ought to be, and can realistically be, regulated. Otherwise the regulatory measures instituted might result in a "throwing-the-baby-with-the-bath water" type of situation. This paper shall examine all the negative impacts attributed to shrimp culture, particularly to intensive shrimp culture, review the remedial measures often recommended to ameliorate their ill effects and discuss the implications and practicability of the suggested measures
